The running restructuring in the pre-accession period has not led to significant positive changes in organizational-economic structure in agriculture, has not prepared the sector for fully appropriation and efficient using of the subsidies. After, the accession of Bulgaria into EU, the question for the effect from implementation of policy designated into higher level for development of Bulgarian agriculture is arising, up to where and up to what extent this policy will solve the existing problems, whether this policy will not cause new problems and finally what will be the impact of this policy on the number and structure of agricultural farms.
By a sectoral cutting are delineated the problems, the agricultural farms face connected with implementation of regulative mechanisms and measures of CAP of EU and originating from predominantly fragmented production and weak technological level, competitiveness, vertical and horizontal interlinking, etc. Based on the conducted study is done appraisal for the scope and influence of CAP of EU on the agricultural farms:
- Irrational organization-economic structure at the inception of CAP of EU strongly restrains the strata of agricultural farms, which meet the stipulations and are eligible for grasping support
- Unless cereal producers, measures and mechanisms of CAP turn out not to underpin in the adequate level the stable and sustainable development of farms belonging to other sectors
- Mechanisms of CAP and offered support are not adapted up to sufficient extent and in the proper way to the particular problems of producers.
- Under the lower level of development of national agriculture, differential support of old and new member countries of EU will likely amplify the competitive pressure on the agricultural producers.
In the paper are elaborated the factors, possibilities and outlooks for the development of agricutlural farms in the sectors, the most regulated by CAP of EU, wherein according to the research are observed the most severe problems.
