In case the agricultural farmers to be compensated for their losses and foregone incomes, as a result of natural restrictions, which action will cooperate for sustainable development of agriculture and for creating vital rural communities, it is necessary a definition of less favoured areas to be given and their territorial coverage to be defined.
On the basis of scientific project, worked out together between IAE, MAF, BAS, and others it has been offered a draft of Decree for Determination of the Lessfavoured Areas in Bulgaria.
In the present article the criterion for defining the Mountain Less favoured Areas have been considered - that is one of the basic groups of regions. EU regulation 1257/99 and EU's countries members experience in this direction were followed. Criterion and indicators for Mountain Regions Definition were proposed. Topographic characteristics and envelopment analysis of that group of regions have been made. The term “altitude” has been thoroughly substantiated, which can be used as an argument in front of the EU for approval of the level suggested.
In conclusion the review of the Mountain's Natural Characteristics, shows that the worsened conditions begin at the altitude of 600 m, which defines this altitude as the lower border for defining the Mountain Areas. It is logical the lower border of the Mountain Regions in Bulgaria to be higher than the one in Greece, although both are neighboring countries. The altitude criteria should not be applied by habit without considering the essential differences in the characteristics of the mountain land shafts in both countries.
